MK Shai calls for anthrax vaccine experiment probe

from YNet:

Kadima Knesset Member and former Israeli Defense Force spokesman Nachman Shai on Friday said either a state commission of inquiry or a parliamentary commission of inquiry should be set up to look into the anthrax vaccine experiments conducted on IDF soldiers.

MK Shai said, "The fact that the experiment was hidden from the public and the examinees is a moral issue of the highest degree".

More on the Israeli anthrax vaccine experiment on soldiers

From the
Jerusalem Post

From the AP

Excerpts from today's Ha'aretz:
Dr. Reuven Porat, who chaired the medical committee, told Haaretz the panel had not been presented with any official documentation that shows the decision to develop, test and produce the vaccine had been authorized by the government. Similarly, there was no authorization presented from the defense minister, who is charged with responsibility for the Institute for Biological Research, and not from the IDF, and there was no proof the chief of staff was consulted about or agreed to the project...

In its report the panel is highly critical of the "secrecy" imposed by the managers of the experiment and ask "whether the secrecy was necessary because the experiment was to be hidden from the Israeli public."

The medical panel noted: "Selecting soldiers as the population for the experiment prevented achieving the declared aim of the experiment, which was to examine its safety and effectiveness in broad use among the general civilian public, the elderly, women, children and sick patients," the committee wrote.
From YNet come these excerpts:

Israel has admitted to developing a vaccine against anthrax, fearing it might be used as a bio-weapon by enemy nations against civilians, and tested it on IDF soldiers.

"Once we face a substantial threat, we would be able to vaccinate all citizens, ranging from babies to the elderly, and protect them against the virus," a senior defense source told Ynet. (But the report indicates Israel already had a large enough stock of vaccine for its population prior to beginning this trial--Nass)

From PressTV:
Some of the soldiers, who say that the experiment has had life-threatening side effects for them are now filing a lawsuit against the Israeli Army, Haaretz reported... Israeli Physicians for Human Rights have also filed a lawsuit against the army over the experiments.

Sonny and the Sunsets

I don't usually review new releases here (or even write reviews, for that matter) but today when I opened the mail and found this brand new 45 by Sonny and the Sunsets sent to me from Soft Abuse Records in Minneapolis with a note asking me to write a review and a crisp $100 bill attached, I changed my tune.

No, that's not true, let's start over.

Sometime in mid 2007, I got an email from Sonny Smith saying he was enjoying the Boogie Woogie Flu, and singling out a post with music from Alex Chilton's Like Flies on Sherbert, in which I included original versions of songs, by The Bell Notes and Troy Shondell, that Chilton covered. Sonny explained that he found the blog through a friend of mine. We exchanged a few emails, and then I heard some of Sonny's songs which won me over almost immediately.

His record Fruitvale, is a collection of songs about the singer's neighborhood, populated by pimps, transvestites, drug dealers, vigilantes, good folks and bad cops as well as some lovely melodies and harmonies. It has elements of Lou Reed, Ray Davies and Eliot Smith's songwriting without really sounding like any of them or anybody else in particular.

Sometime that summer, Sonny was in New York and played a gig at the Lakeside, backed by the able rhythm section of Tony Maimone and Steve Goulding. During the set he performed a new song that bared an uncanny resemblence to "I've Had It" by the Bell Notes. Afterwards, we talked a little and he confessed that he had taken the riff from that tune that he first heard here. I invited him to come over while he was in town to listen to some records, and later that week he and our mutual friend Mike DeCapite came over and we listened for hours late into the night to mostly 45's. When going through my boxes of singles, I realized that I had two copies of "I've Had It" (one was cracked) and I bestowed my extra copy on him. I remember Sonny walking out the door later holding the damaged styrene single like it was some kind of sacred object.

Last spring Sonny and I hung out one night in San Francisco. We walked around the Mission and ended up a sitting at a broke-down, slightly picturesque, but undeniably depressing bar drinking sodas and commiserating with one another about our respective troubles. We were both in the middle of some serious shit. Sonny, at the time, was living apart from his girlfriend and young son and trying to figure out which way to go. I was experiencing a confluence of events in my life that were presented to me like a cosmic mind-fuck. Misery loves company, and there we were, two sober guys, prattling on at some dingy bar like a couple of drunks.

What am I gettng at here? The interconnectedness of things, I guess - a friend, a record, an idea, or any number of variables or coincidences that can present themselves to you like a dirty trick or a wondrous gift. Sonny has taken them to be a gift. This cool little single is the debut of his latest incarnation, Sonny and the Sunsets. It comes accompanied by a faux religious tract penned by Sonny and lovingly illustrated by Sunsets drummer Raphi Gottesman - a humorous chronicle of a spiritual crisis, and the road to redemption and reinvention.

Lessons from South Africa: a Duke event

Prof. Dugard is a personal friend of ours and comes with a wealth of experience and knowledge- Duke is lucky to have him this year, though few people are aware of it. He was also the predessor of Richard Falk, having authored a number of excellent reports on the situation in the OPT-and is credited with coinign the oft-quoted phrase "Gaza is a prison and Israel seems to have thrown away the key". I encourage those residing in the Triangle area to come to this event!

People-to-People Foreign Policy: Lessons from South Africa-and their Relevance to the Struggle for Palestinian Self-Determination

An Open Public Discussion led by Professor John Dugard

John Dugard is one of the world's leading experts on international law and international human rights law. South African by birth, he was a vocal critic of the Apartheid regime. He has since gone on to play an influential role in a variety of human rights causes. He has twice served as a Judge Ad Hoc for the International Court of Justice. From 2001 to 2007 he was UN Special Rapporteur for the Palestinian territories. He will help lead a public discussion about how pressure from everyday people and civil society impacted the struggle against Apartheid, and what these tactics of protest can do for the struggle for Palestinian self-determination. Wikio: 100 000 blogs

Enfin, on va voir.

Obama Youth Brigades

(Like Hitler) If you control the youth you control the future. Children are being spoon fed propaganda about the Global Warming/Green movement, told to spy on their neighbors/parents, being trained as boy scouts by homeland security to fight potential terrorists (war veterans) and take away guns. These disturbing trends can be observed in the videos and article below.

Full Story

<srai>: The basics II: Simple wildcard reductions

AIML uses a wildcard * (the star character) to stand for one or more words. An AIML pattern such as <pattern>I AM *</pattern>, taken by itself, matches a wide range of inputs such as "I am tired", "I am reading a book", "I am waiting for a reply" and so on. If the input is "I am tired", the wildcard is said to be bound to the word "tired" (1 word). If the input is "I am reading a book", the wildcard is bound to "reading a book" (3 words), and similarly, if the input is "I am waiting for a reply", the wildcard is bound to "waiting for a reply" (4 words).

Inside the template, AIML uses the <star/> tag to access wildcard bindings.

Trivially, the category

<category>
<pattern>*</pattern>
<template><star/></template>
</category>

will just echo the client's input:

Human: Hello!
Robot: Hello!
Human: Who are you?
Robot: Who are you?

The simplest form of AIML reduction using <srai> together with <star/>, involves reducing or simplifying the input by one or a few words:

<category>
<pattern>I AM ESPECIALLY *</pattern>
<template><srai>I AM <star/></srai></template>
</category>

If someone says, "I am especially tired", or "I am especially interested in this book", it is really no different logically from saying "I am tired" or "I am interested in this book". A philosopher might say, the word "especially" plays no logical role in the sentence. More practically, the bot may have a reply for "I am tired" and "I am interested in something", so reducing the input by removing the
word "especially" will link these inputs to appropriate responses.

The categories:

<category>
<pattern>I AM TIRED</pattern>
<template>Maybe you should take a nap?</template>
</category>

<category>
<pattern>I AM ESPECIALLY *</pattern>
<template><srai>I AM <star/></srai></template>
</category>

produce the dialog:

Human: I am especially tired.
Robot: Maybe you should take a nap?

As a bonus, these types of reduction categories can reduce a sentence with "I am" followed by any number of occurrences of "especially":

Human: I am especially especially especially tired.
Robot: Maybe you should take a nap?

A slightly related, also very common form of reduction, eliminates sequences of words (clauses) that can be eliminated from the input without changing its meaning significantly. Such clauses are decoration, added by the human personality, perhaps as social conventions, but again, the philosopher might say they have no logical purpose. "I will state that I warned you about his condition" is really the same as "I warned you about his condition", at least as far as the robot is concerned. The robot may already have a response to "I warned you about something", so by reducing the input, the bot stands a better chance of making an intelligent sounding reply.

In these cases we use a <pattern> with a wildcard, but end up throwing away all the words in the pattern except for the wildcard:

<category>
<pattern>I WILL STATE THAT *</pattern>
<template><srai><star/></srai></template>
</category>

Another example is a category for inputs that start with "At any rate..."

<category>
<pattern>AT ANY RATE *</pattern>
<template><srai><star/></srai></template>
</category>

A last example handles sentences that begin "I assure you that..."

<category>
<pattern>I ASSURE YOU THAT *</pattern>
<template><srai><star/></srai></template>
</category>

<srai>: The basics I: Linking Synonyms

The simplest form of category in AIML is one with an atomic pattern, namely, a pattern with no wild cards.

For example

<category>
<pattern>NAME</pattern>
<template>My name is ALICE.</template>
</category>

produces the dialog:

Human: Name?
Robot: My name is ALICE.

But there are many different ways of asking for a name. "What is your name?", "Who are you?", "Tell me your name", "Do you have a name?", "Your name is?" are all synonyms for "Name?".

In AIML we link all of these synonyms together using the <srai> tag.

The category:

<category>
<pattern>WHAT IS YOUR NAME</pattern>
<template><srai>NAME</srai></template>
</category>

used in conjunction with the category above, produces the dialog:

Human: What is your name?
Robot: My name is ALICE.

Similarly, we can add categories such as:

<category>
<pattern>DO YOU HAVE A NAME</pattern>
<template><srai>NAME</srai></template>
</category>

and

<category>
<pattern>YOUR NAME IS</pattern>
<template><srai>NAME</srai></template>
</category>

and so on for all the variations of "Name?"

Creating a new chat bot involves writing an enormous amount of original AIML content. Because of its minimalism, AIML lets the botmaster approach content creation one small step at a time. Typically when creating a bot, we identify in the chat logs a new variation of an input we have already seen before. For example, we might see "I want to know your name", and realize there is already a response for this. The convenience of <srai> is that we don't have to go searching through files and files of code to find the response. We know the response is already in there somewhere, so we can just link to it with <srai>:

<category>
<pattern>I WANT TO KNOW YOUR NAME</pattern>
<template><srai>WHAT IS YOUR NAME</srai></template>
</category>

Notice that we linked to WHAT IS YOUR NAME. This doesn't matter, because there is already another category linking WHAT IS YOUR NAME to NAME.

As a general rule of thumb, a good design principle of AIML is to follow the rule that each <srai> should "shorten" then input. In this case that means that reducing WHAT IS YOUR NAME (4 words) to NAME (1 word) is ok, and reducing I WANT TO KNOW YOUR NAME (6 words) to WHAT IS YOUR NAME (4 words) is ok, but we should avoid categories like:

<category>
<pattern>TELL ME YOUR NAME</pattern>
<template><srai>I WANT TO KNOW YOUR NAME</srai></template>
</category>

By avoiding such designs, the AIML program is guaranteed to terminate, and we will never see the "Too much recursion in AIML" error. Why this is, will be explained in more detail later. For now, keep in mind the design rule that in AIML, it is better to store actual responses along with the simplest and shortest possible patterns. That is why putting the response "My name is ALICE" inside the category with pattern NAME, is better than putting it with WHAT IS YOUR NAME.

Numbers @ BLOC weekend

Glasgow's Numbers crew hosted the Jak:Bloc room at the BLOC Weekend festival a couple weeks ago. Hudson Mohawke, Rustie, Jackmaster and myself had a great time in there, and apart from dealing with a few technical difficulties I've collected a few great campfire stories to tell friends!
In the middle of my set, the bar personnel on the other side of the room accidentally started their CD player, so while I was in the mix I suddenly heard Simply Red's "Fairground" blaring through the speakers! A 20 minute snippet of this set was broadcast on BBC Radio 1's Leftfield show hosted by Rob Da Bank. However, something went wrong in converting the sound files though, so what was played on the show was at the wrong speed!!! (the whole set was at least 10-15 bpm too slow) I decided to put the correct version online for all of you to listen to (and left the Simply Red bit in there :) all the way at the end).

Enjoy.

BUSINESS PROCESS OUTSOURCING

Business process outsourcing (BPO) contains the transmission of processes along with the associated operational activities and responsibilities, to a third party with at least a guaranteed equal service level and where the client contains a firm grip over the (activities of the) vendor for mutual long term success. BPO is positively related to the search for more efficient organizational designs: cost reduction, productivity growth and innovative capabilities. Hence, a source for strategic advantage.

Traditionally, BPO is undertaken by manufacturing firms. For instance Coca Cola, where almost the entire supply chain is outsourced and the company is essentially becoming a marketing organization. However, BPO is nowadays rapidly conquering the service oriented firms as well. A well-known example is provided by the Bank of America, who outsourced their entire HR function to Exult, one of the leading Human Resources BPO vendors.

BPO is often divided into two categories: back office outsourcing, which includes internal business functions such as billing or purchasing, and front office outsourcing, which includes customer-related services such as marketing or tech support. The endless opportunities IT provides, stimulates (cross-border) BPO activities. BPO that is contracted outside a company's own country is sometimes called offshore outsourcing. BPO that is contracted to a company's neighboring country is sometimes called nearshore outsourcing, and BPO that is contracted within the company's own country is sometimes called onshore outsourcing. The most common examples of BPO are call centers, human resources, accounting and payroll outsourcing.

Use of a BPO as opposed to an application service provider (ASP) usually also means that a certain amount of risk is transferred to the company that is running the process elements on behalf of the outsourcer. BPO includes the software, the process management, and the people to operate the service, while a typical ASP model includes only the provision of access to functionalities and features provided or 'served up' through the use of software, usually via web browser to the customer. BPO is a part of the outsourcing industry. It is dependent on information technology, hence it is also referred to as information technology enabled services or ITES. Knowledge process outsourcing and legal process outsourcing are some of the subsets of business process outsourcing.

Medical Billing Jobs

How To Start a Medical Billing Business By Michele Redmond Many people have seen ads on doing Medical Billing from home, or making lots of money at Medical Billing but they don't really know anything about it. They don't have any billing background and they wonder if they will be able to do it.

There are lots of ads out there that make it seem easy and that no background is needed. They say you can make big bucks in a short amount of time. They make it sound like the medical providers are just sitting out there waiting for someone like you to come along and save them from their billing.Well, the truth is you can make money at Medical Billing, you can do it from home if you like, but it's a little more involved than the ad indicates.

It can be done without a background in Medical Billing, but a little bit of experience is always helpful. If you don't have a background in
Medical Billing, then you should do a little research to make sure you understand the field and exactly what you will be doing.This is a good business opportunity. It is getting harder and harder for medical providers to keep their billing in house.

There are many changes in how billing is done and many requirements that insurance carriers have that make it hard for the provider. It makes sense for them to have an 'expert' to handle the billing for them so they don't have to deal with the changes and requirements.Many insurance carriers require that providers file their claims electronically. This requires updated equipment and someone click here for the rest.

The Challenges and Rewards of Medical Transcription By Mary Ruff-King : Although the field of medical transcription is very attractive to most people because it does allow the opportunity to work from home and make a decent to good income, most people who want to get into this field do not know what challenges they will face once they decide to pursue a career as a medical transcriptionist (MT).

Medical transcription work is not easy because doctors are rushed. Dictation and paperwork are low priority tasks for them. Treating patients is their number one priority.
